Writer-producer-star Manny Perez's hard-hitting crime story pulls no punches in its tale of a government enforcer/hit man whose personal code of honor causes him to question the morality of the people he works for. Perez plays Luisito, "La Soga" ("The Rope"), who, along with his partner, Tavo (Hemky Madera), administers rough justice to drug dealers at the direction of General Colon (Juan Fernandez), chief of the secret police. A budding romance with Jenny (former Miss Universe Denise Quiñones) makes Luisito consider getting out of the game, just as drug kingpin Rafa (Paul Calderon), the man who murdered Luisito's father, returns to the Dominican Republic after years away in New York.
